United States Marine Corps during Viet Nam as a member

Experience
Licensed General Contractor since 1972.
Have been involved in the construction and design of new custom homes, light commercial buildings and insurance repair work. Hands on experience in all phases of construction, design, estimating and accounting.
Past experience includes position as Project Manager for K.L. Wessel Construction Company, Inc. Responsible for subcontract bidding and negotiating, project scheduling, budget compliance, owner and subcontractor change orders. Also in charge of "Design Build" coordination between owner, architect and engineers, as well as expediting permitting and plan processing through city and county departments. Commercial projects managed included concrete block, concrete tilt up, post tension concrete, structural steel, hybrid metal truss and panelized roof systems, as well as conventional wood and metal framing.
Employed by California Building and Consulting (CBC) as Cost Estimator in Consulting Division. Prepared estimates, responsible for design, development and production of computerized estimating program. Also served as Expert Witness in deposition, arbitration and mediation. Promoted to Division Manager in the Destructive Testing Division. Reorganized Destructive Testing Division, managed twelve employees while interfacing with attorneys, engineers and property managers on a daily basis.
CBC was a General Contractor in the State of California and Arizona specializing in the reconstruction of condominium, multi-family projects and consulting support. In 1997, CBC completed reconstruction totals exceeding 22,000 units repaired, 2,500 Cost of Repair Estimates, and over 4,000 Destructive Tests. Work emphasis was on reconstruction project management, preparation of bids, and Cost to Repair estimates. Projects typically ranged in value from $200,000 to $30,000,000, with the highest being $280,000,000.
In March of 2001, employed with D. L. Waller and Associates, Inc. (dba Waller + Opsal Consulting) as Estimating Supervisor to oversee the production and facilitate the preparation of Cost to Repair Estimates for construction defect cases for both plaintiff and defense litigation. Waller + Opsal, founded in 1978 was incorporated November of 1997, and specializes in construction consulting, estimating and expert testimony.
