Experience

Past experience includes working in various capacities in architectural positions, including drafting and design of residential, commercial, and industrial projects.

Engineering experience includes, research and development for Naval Ocean Systems Command (NOSC), Naval Electronics Laboratory, and Pacific Bell, with work on advanced under sea search vehicle and field communications systems for Marine Corps. As a Quality Assurance Engineer, developed and designed quality manufacturing procedures for heart valves.

Teaching experience includes blueprint reading, geometry, trigonometry, mathematics and other subjects for Southwestern College and Rohr Industries.

Construction experience over the past 50 years includes building design, construction project management, estimating, supervision, and "hands on" experience in all construction disciplines including carpentry, roofing, plumbing, electrical, landscaping, and interior and exterior finish work.

Employed by California Building & Consulting, Inc. (CBC) for approximately 15 years, culminating in the position of principal and officer. In addition to the usual duties as a principal in a construction company, was also responsible for all estimating as the Estimating Manager.

CBC was a General Contractor in the State of California and Arizona specializing in the reconstruction of condominium and multi-family projects and consulting support. In 1997, CBC completed reconstruction totals exceeding 22,000 units repaired, 2,500 Cost of Repair Estimates, and over 4,000 Destructive Tests. Work emphasis was on reconstruction project management, preparation of bids, and Cost To Repair estimates. Projects typically ranged in value from $200,000 to $30,000,000, with the highest being $280,000,000.

D.L. Waller & Associates, (dba Waller + Opsal Consulting) founded in 1978 was incorporated November of 1997, and specializes in construction consulting, estimating, and expert testimony.

Experienced as a consultant / expert witness for attorneys, homeowners associations, architects, engineers, developers, and insurance companies, in both plaintiff and defense capacities. Our case venue ranges from southern San Diego County to the Bay Area, and Arizona and Nevada.

Have testified in court and arbitrations approximately two dozen times, and have been deposed as an expert on several hundred occasions. Have served as an Independent Third Party Expert and Confidential Independent Estimator.

Served as discipline expert in the development of Contractor's State License Board examination.
